    Does anybody among here knows really the function of "Chain of Command"?
    I have full of thoughts that some of them actually obstructs the Chain of Command but they didn't notice because probably he didn't know the meaning of it.

    Or do you think this will be necessary in our position?

    Some knows whats the meaning of it, but they don't know how to follow it & Some are not but willing to learn about it..

    Note: Why does your sentence have a word "HE"? is there someone that you are referring?

    that "he" is referring to an individual who doesn't acknowledge the Chain of Command
